I can see both sides of the story...but here is how the shelter is looking at it...
You two took a puppy from an irresponsible breeder (should have NEVER bred mutts...and obviously didn't do any health testing.) When the dog caused problems for you, you disposed of it. Now you want another one...
Do you see how the shelter sees it? They are assuming the worst in that if this new dog has any types of problems, you will forfeit it again. I do understand that money becomes tight when dogs need medical care, but think about the dog as a child (the shelters do.) If a child's disability or illness became too expensive....would you just drop the child off at a shelter?
So...this time, you need to be really prepared for the dog. Get yourself a "dog emergency" fund. My dog managed to rack up $500 in vet bills in less than a month...I just took out loans and pawned some of my stuff. You have to sacrifice if you want a four legged companion.
Try another shelter if you know you are ready. Contact your local animal control. They are so overwhelmed, they hardly have time to figure out who they are adopting out to.
