Default Anyone else find adopting a dog more expensive than anticipated?

Before you start yelling we were completely aggreable to the fee, shots, vet checkup, food, crate, etc. Then the vet had to swear the dog was fixed, and microchiped. Where we live the microchip is over the top. and the dog was obviously spaded with the shelter attendant verifying the scar. I just think a lot of people would adopt pets and could care for them if they had help with the adoption fees. Is there an organization that does that?
