You should beat them until they understand the amount of fighting they do is equally proportional to the beatings they receive. Or maybe you shouldn't. Some discipline and positive reinforcement should fix it. Perhaps a swat with a rolled up newspaper or magazine while they're fighting?

As long as they are not hurting each other then I wouldn't worry too much about it. They are just doing what comes naturally to puppies. They need to determine which of them are going to be Alpha and which is Omega. If it gets on your nerves then give them something else to do. Try playing tug of war with them or give them a ball to play with. basically distract them from fighting for awhile.
