Default Are my dogs at a healthy weight? (weight and height shown)?

I have a small 2 year old terrier mix who weighs 14lbs and is around 22-23 in. long (tail excluded)
and i also have a german shepard/rottweiler mix dog who 1 year old and weighs 39 lbs and is 35 in. long (tail excluded)
are they at a healthy weight?
Both are females
what i meant by tail excluded is that i didnt meaure their tail because i didnt think i would matter
