My Basset Hound?

Well my dog, A Basset Hound named Daisy, is 3 years old. And ever since she was a puppy she would like her paw and whine and cry. It makes me worried? The vet says theirs nothing wrong with her paw. We've been to another vet for a second opinion and he says the same thing. But my heart breaks when i hear her cry like that. What can I do?
