Your kitty could have an upper respiratory infection if he also has watery eyes (and sometimes nose.) But usually, a cat with a URI loses its appetite as well, so I'm going to suggest that you cat has allergy issues, probably with something that is pollenating right now. If your kitty's not too miserable, the allergies will probably disappear in a few weeks and medical intervention won't be necessary; however, vets CAN give a long-lasting allergy shot that will usually see them through their allergy season.
I suspect that your kitty is eating your dog's food because he doesn't like his new cat food. Please don't allow this indefinitely, Hon; dog food does NOT have enough protein in it to keep a cat healthy.
Why not go back to his old brand of cat food? My vet says that Purina/Friskies cat foods provide an excellent and healthy diet for cats.
